Possibly "I don't know, I just did what I was asked" is what the chap with his arms out is saying.
Heavens, that makes no sense.
Maybe some gin would help.
Gin usually does, I find.
It appears that the shorter one is putting his all into making some earnest argument and the taller one is thinking, 'Yes, there's a dear. Run along now.'
